Summary:
The SSVF Shallow Subsidy Specialist provides rental assistance to very low-income and extremely low-income Veteran households enrolled in SSVF's Rapid Rehousing or Homeless Prevention services throughout southern Illinois (IL-520 CoC) and southwest Kentucky.
The goal of the SSVF Shallow Subsidy Specialist is to assist Veterans in ending their housing crisis, enhance their independent living skills by providing supportive services and education, connecting them with community resources, and empower them to maintain long-term housing stability and self-sufficiency.
This position will be responsible for assisting Veterans in obtaining income in the form of training, employment, and benefits.
Reports To:
SSVF Supervisor (Regional Supervisor 3 for IL-520 counties; SSVF Program Mgr for KY Counties).

Qualifications:
Candidates must have a passion for fulfilling the mission of The Salvation Army and must be articulate in presenting the same to others.
Candidates must successfully pass the pre-employment background inquiry and annual motor vehicle check with a valid driver's license.
Candidates must possess a clear understanding of the service delivery system and the resources available for Veterans and their families.
Candidates must complete required case management training within 90 days of hire and complete SSI/SSDI Outreach, Access, and Recovery (SOAR online training.
Education:
This position requires a minimum of a Bachelor's degree in social work or related field or an equivalent combination of education and experience directly related to case management with a minimum of three years' experience working with Veterans and/or homeless population.
Skills:
Have basic knowledge of homelessness, severe and persistent mental illness and substance abuse.
Basic knowledge of resources in the community available for Veteran population, especially services and programs offered by the VA.
Ability to efficiently and effectively manage time successfully.
Team player, self-starter, and perform well with minimal supervision.
Must have an interest and ability to work with people of diverse racial, ethnic, and socio-economic backgrounds in a sensitive and culturally appropriate manner.
Excellent written and verbal communication skills, including experience or capacity to demonstrate positive interpersonal skills and work as a cooperative team member.
Proficiency in computer software applications, including demonstrated experience in using email, MS Office applications, Internet and Social Media platforms.
Must have reliable transportation.

Ability to maintain professional boundaries and engagement skills with a challenging population and in non-traditional work conditions.

Responsibilities:
Performs SSI/SSDI Outreach, Access, and Recovery (SOAR), a model that helps individuals experiencing or at risk of homelessness who have a serious mental illness, medical impairment, and/or co-occurring substance use disorder apply for Social Security disability benefits and coordinate health care needs with Health Care Navigators Creates connection and coordinates referrals with the American Job Centers and career centers Provides and/or makes referrals for supportive services to participants, including financial planning services, transportation services, income support services, fiduciary and representative payee services, legal services, child care and housing counseling Provides assistance to participants in obtaining and coordinating other public benefits Works in partnership with other SSVF Case Managers, Intake Specialists and Outreach Workers; and participates in regular case consultation Serves as a resource for income education and support tailored to the needs and desires of the Veteran Provides employment education services, materials, and referrals to Veteran and their family, based on individual needs Develop and maintain relations with local social services, public benefit agencies, faith-based and community-based organizations, VA facilities, Vet Centers and Veterans Benefit Administration (VBA) offices, as well as state Department of Labor staff, HVRP, employers and other referral networks Assist participant in obtaining all VA benefits for which they are eligible including income assistance, vocational and rehabilitation counseling, employment and training services, educational assistance, and health care services Comply with all policies and procedures of the program and the Commission on Accreditation of Rehabilitation Facilities (CARF) Manages a case load of up to 30 Veteran households for up to 24 months Establishes linkages with appropriate agencies and service providers in the area/community Implements the SSVF Shallow Subsidy Initiative in collaboration with the traditional SSVF program Provide crisis intervention to address the immediate needs of the very low-income, chronic and non-chronic homeless Veteran population Documents cases consistently, completing all relevant forms, including referrals, weekly evaluations, quarterly and monthly statistics, report as required Utilizes SIMS for data collection/case record in a timely and accurate manner If employment is a housing stability goal, coordinate employment attainment, through job-searching, resume-building, mock-interviewing, and dress-for-success strategies.
Collect weekly job logs.
Enforces program rules and procedures to ensure compliance with VA regulations Provide client access to services and community resources as needed Conduct home visits, when appropriate Process Temporary Financial Assistance for up to 24 months for each client enrolled in Shallow Subsidy Monitor progress of participants and maintain accurate documentation of progress toward goals and services provided Provide required light touch case management with participants monthly Maintain positive work atmosphere through appropriate conflict management, courteous demeanor, and professional and appropriate communication practices.

(required) Complies with all applicable training requirements, company safety, personnel and operational policies and procedures Perform other duties as assigned as related to the SSVF program Travel will be required.

This Position is required to do basic business and office work.
In order to successfully perform the essential functions of this position, the individual is regularly required to talk and listen, stand, walk, sit and use hands.
Individual must be able to regularly lift up to 30 pounds and occassionally lift up to fifty pounds.
The use of Office and Computer Equipment is necessary.
Vision abilities will require close vision.
Work may be performed indoors and occasionally require outdoors to attend meetings.
There is low to moderate noise level for this position.
